The Garrison flag is recognized as the largest type of flag used by the military and is prominently displayed on national holidays and special occasions. Its grand size emphasizes the importance of the event being commemorated and serves as a symbol of pride and unity for the country. The Garrison flag measures 20 feet by 38 feet and is typically flown at military installations when the weather is favorable, showcasing the spirit and reverence associated with the flag.

In practical terms, the other options do not accurately capture the essence of the Garrison flag. It is neither the smallest flag nor specifically designed for stormy weather. Additionally, while it may be used during ceremonial events, it is not limited to such purposes but rather serves as a significant emblem of national representation. Thus, identifying it as the largest type of flag encapsulates its role and status effectively.
